If the fuse is good, connect a jumper wire between the ignition switch and the positive side of the gauge. If the gauge now works, replace the defective wiring between the gauge and the ignition switch. If the test light illuminates there is 12 volts present, replace the temperature gauge.
It should engage at an air temp between 165'F and 195'F. If it doesn't it should be replaced. I am sure your rig came from the factory with one or two electric fans. That was a standard with Chevy. The fan/s are activated by either a temp sensor in the coolant or a pressure sensor in the AC system.
The fans need about 6 degrees of "slack", meaning that the fans won't cut off until the temp goes about 6 degrees BELOW where you have them set. Be careful not to set either fan temp lower than about 8 degrees above where your thermostat is actually open or the fans will run all the time.
